Honors the memory of Edward Shelton "Ed" Holmes, a former member of the North Carolina House of Representatives who served four terms between 1973 and 1980.

Recognizes Holmes' extensive service including 40 years as attorney for the Chatham County Board of Education, leadership in the Chatham County and 15th Judicial District Bar Associations, and chairmanship of the House Appropriations Committee.

Acknowledges Holmes' contributions to public service including chairing the Governor's Committee on Low Income Housing, serving on the Board of Directors of Central Carolina Bank for nearly 30 years, and establishing the Edward S. and Mary Hayes B. Holmes Endowment at Central Carolina Community College Foundation in 2008.

Extends sympathy to Holmes' family following his death on September 19, 2017, at age 87; he is survived by three children, three grandchildren, and was preceded in death by his wife Mary Hayes in 2008.

Directs the Principal Clerk to transmit a certified copy of the resolution to Holmes' family.
