Authorizes Johnston County to establish a recreation service district through an advisory referendum process.

Allows recreation service districts to be created either by board of commissioners resolution or by majority vote of residents within the proposed district in an advisory referendum.

Requires the county board of elections to conduct the referendum at county expense and follow Article 27 of Chapter 163A of the General Statutes for election procedures.

Maintains existing requirements for establishing service districts including a public hearing, a report available for public inspection, notice to property owners, and board findings that the district meets established standards.

Takes effect immediately upon becoming law and applies only to Johnston County.
