Changes the earliest opening date for students from the Monday closest to August 26 to August 1 for Duplin County Schools, Sampson County Schools, and Wayne County Schools.

Removes the requirement for State Board of Education approval (showing of "good cause") to set earlier opening dates for these three school systems.

Eliminates the provision allowing opening dates as early as the Monday closest to August 19 for schools meeting specific weather closure criteria.

Removes the exemption that allowed schools with modified calendars designated in 2003-2004 to operate outside standard opening and closing dates.

Applies only to three specified North Carolina county school systems, effective beginning the 2017-2018 school year.
