H932 - Anonymous Safety Tip Line Application

• Requires all public secondary schools serving grades 6 or higher (including local schools, state schools, UNC schools, charter schools, and regional schools) to develop and operate anonymous tip lines by July 1, 2019, either through the state-developed application or an approved alternative.

• Mandates the Department of Public Instruction and Center for Safer Schools implement and maintain a statewide anonymous safety tip line application available to all eligible schools, with schools required to inform students about the application and train employees on its operation.

• Appropriates $5,000,000 from the General Fund to the Department of Public Instruction for fiscal year 2018-2019 to support the anonymous safety tip line application.

• Protects all data collected through the anonymous tip line and School Risk and Response Management System from public disclosure under state public records law.

• Integrates the anonymous tip line application with a statewide School Risk and Response Management System and panic alarm system for real-time emergency response.
