Grants North Carolina school psychologist licenses to individuals holding the Nationally Certified School Psychologist credential from the National Association of School Psychologists, with issuance required within 60 days of application submission.

Establishes the Psychology Interjurisdictional Compact (PSYPACT) to allow psychologists licensed in member states to provide telepsychology services across state lines and temporary in-person services in other compact states, effective when seven states enact the compact.

Lowers the employee threshold for small employers from 26 to 16 employees regarding stop-loss insurance coverage restrictions and minimum attachment points for claims.

Allows nonprofit organizations that are incorporated in-state, tax-exempt, 10+ years old, and provide statewide membership to sponsor self-funded health benefit plans exempt from insurance regulations.

Expands the North Carolina Board of Massage and Bodywork Therapy from seven to nine members, adding two representatives from massage and bodywork therapy establishments.
