Establishes the North Carolina Center for Safer Schools within the Department of Public Instruction to develop model threat assessment policies, provide training and technical assistance to schools, and coordinate school safety initiatives.

Requires all local school administrative units to establish threat assessment teams by March 1, 2019 that assess student and staff threats using four risk levels (low, moderate, high, imminent) and report findings to administrators and law enforcement as appropriate.

Authorizes threat assessment teams to access student records, health records, and criminal history information when assessing imminent risk threats, with strict confidentiality protections and limited redisclosure.

Requires all public secondary schools (grades 6+) to establish peer-to-peer student support programs coordinated by school counselors addressing conflict resolution, health and wellness, and mentoring.

Guidelines for threat assessment teams must be developed by December 31, 2018, with full implementation required by March 1, 2019 and peer support programs beginning in the 2018-2019 school year.
