Defines a school safety resource officer as a law enforcement officer assigned to one or more public schools at least 20 hours per week to assist with school security, safety, emergency preparedness, and emergency response.

Requires all school safety resource officers to complete initial training and continuing education standards established by the North Carolina Criminal Justice Education and Training Standards Commission and the North Carolina Sheriffs' Education and Training Standards Commission.

Training standards must include, at a minimum, diversity and equity, tactical, and mental health training components, developed in collaboration with the Center for Safer Schools.

Directs the two commissions to establish initial training standards no later than January 15, 2019, with standards to be applied to officers employed beginning with the 2019–2020 school year.

Law enforcement officers who did not serve as school safety resource officers during the 2018–2019 school year must complete the initial training before employment in such positions.
