Requires peer-to-peer student support programs addressing conflict resolution, health, wellness, and mentoring at all schools with grades six and higher, coordinated by school counselors with support from the Center for Safer Schools.

Mandates annual facility vulnerability assessments for each public school building, with the Department of Public Safety, Division of Emergency Management to develop an assessment tool by January 15, 2019.

Requires local school administrative units to report annually by September 15 to the Center for Safer Schools the number and placement of school resource officers, funding sources, and employment methods; Center must report findings to Joint Legislative Education Oversight Committee by November 15.

Defines school resource officers as law enforcement officers assigned at least 20 hours per week to schools for security and safety; establishes initial training and continuing education standards including diversity, equity, tactical, and mental health training to be set by January 15, 2019.

Requires all public schools to develop school risk management plans, hold annual school safety drills including lockdown practice, and share schematic diagrams and emergency information with local law enforcement and the Division of Emergency Management; encourages nonpublic schools to adopt same measures.
