Requires the Center for Safer Schools, in collaboration with the Department of Public Instruction, to develop a facility vulnerability assessment tool by January 15, 2019.

Mandates each local school administrative unit complete a facility vulnerability assessment for every school building at least once annually.

Schools must complete their first vulnerability assessment before the end of the 2018-2019 school year, with annual assessments required thereafter.

Establishes the assessment tool as the standardized instrument for use by local school administrative units when conducting facility vulnerability assessments.
