Authorizes the Town of Mooresville and City of Mt. Airy to hold referendums on levying a one-quarter percent (0.25%) local sales and use tax for street improvements.

Authorizes the City of Hendersonville to hold a referendum on levying a one-quarter percent (0.25%) local sales and use tax for public facilities and infrastructure.

Tax revenue would be collected by the Secretary of Revenue on a monthly basis and distributed to each municipality based on taxes collected within that municipality.

Tax does not apply to food exempt from state tax under G.S. 105-164.13B or to bundled transactions taxable under G.S. 105-467(a)(5a).

Requires majority approval in a referendum before any municipality can implement the tax, with referendums conducted by county boards of elections following G.S. 163A-1592 procedures.
