Authorizes the Department of Insurance to expend up to $1,490,218 from existing appropriations to create 10 new full-time positions within the Office of State Fire Marshal.

Positions are placed in the Division of Engineering with two positions each covering: North Carolina Residential Code, State Building Code, Fire Prevention Code, Plumbing Code, Mechanical Code, and Electrical Code.

New positions will provide training to local government code-enforcement officials and contractors on North Carolina State Building Code matters.

Authorizes technical interpretation services on questions arising under the State Building Code.

Becomes effective July 1, 2018.
