Increases the allowable percentage of total annual North Carolina State Lottery revenues that may be used for advertising expenses from 1% to 2%

Removes the advertising expense cap from the general operating expense limit of 8% and establishes it as a separate allowable expense of up to 2%

Change was recommended by the Joint Legislative Oversight Committee on the North Carolina State Lottery

Becomes effective July 1, 2018
