Requires charter schools, regional schools, UNC laboratory schools, and nonpublic schools accepting opportunity scholarship grants to adopt and maintain a School Risk Management Plan (SRMP) in coordination with local law enforcement agencies, utilizing the School Risk and Response Management System (SRRMS) where available.

Mandates these schools provide schematic diagrams (including digital versions) and emergency access to buildings (via keys or KNOX boxes) to local law enforcement agencies, with updates required when substantial modifications are made to facilities.

Requires schools to conduct at least one full school-wide tabletop exercise and drill annually based on SRMP procedures, including a practice lockdown for an intruder scenario, with optional inclusion of local law enforcement and emergency management agencies.

Mandates schools provide schematic diagrams and emergency response information to the Division of Emergency Management, with protections making these documents exempt from public records requests.

Encourages other nonpublic schools not receiving scholarship funding to voluntarily adopt the same SRMP, schematic diagram, safety exercise, and emergency information provisions; becomes effective July 1, 2019.
