Amends G.S. 166A-19.1 to explicitly include "prevention" in the stated purposes of the North Carolina Emergency Management Act, alongside preparation, response, and recovery from emergencies.

Modifies G.S. 166A-19.10(a) to clarify that the State Emergency Management Program includes "the prevention of" emergencies in addition to preparations, response, recovery, and mitigation.

Updates G.S. 166A-19.70(c) to standardize terminology by changing "preemergency" and "postemergency" to "pre-emergency" and "post-emergency" in the certification system for persons transporting essentials and restoring utility services.

Revises the certification system language to allow for "renewable precertification" rather than "annually renewable precertification."

Becomes effective upon passage into law.
