Authorizes the Division of Motor Vehicles to offer a new "National/State Mottos" registration plate as an option for private passenger vehicles alongside existing "First in Flight" and "First in Freedom" plates.

The new plate design features "In God We Trust" in gold lettering over the American flag at the top, dark blue registration numbers, "North Carolina" in light blue below the numbers, and the state motto "To Be Rather Than To Seem" in dark blue italicized lettering at the bottom.

Exempts dealer license plates, LD (loaner dealer) plates, and transporter plates from being required to display the new National/State Mottos design.

Appropriates Highway Fund money to the Division of Motor Vehicles to supplement The Soldiers & Airmen Assistance Fund, Inc. if special plate fee distributions fall below $80,000 annually, with funds designated to assist families of deployed North Carolina National Guard members.

Effective July 1, 2018.
