Requires public schools, charter schools, and university schools to display the national motto "In God We Trust" and the North Carolina state motto "esse quam videri" (English translation: "To Be Rather Than to Seem") in at least one prominent location such as an entryway, cafeteria, or common area.

Mandates that displays clearly identify which motto is national and which is the state motto, and requires age-appropriate instruction on the meaning and historical origins of both mottos.

Applies requirements to traditional public schools (G.S. 115C-47), charter schools (G.S. 115C-218.80), university schools (G.S. 116-69.1), and university boards of trustees (G.S. 116-235).

Maintains existing protections that schools cannot compel any person to stand, salute the flag, or recite the Pledge of Allegiance.

Appropriates $25,000 in nonrecurring funds to the Department of Public Instruction for the 2018-2019 fiscal year to implement the requirements, effective July 1, 2018, with compliance required by December 1, 2018.
