Increases death benefit for law enforcement officers, firefighters, rescue squad workers, and senior Civil Air Patrol members killed in the line of duty from $50,000 to $100,000.

Expands death benefit coverage to include noncustodial employees of the Division of Adult Correction and Juvenile Justice who are killed by individuals in custody while performing official duties.

Reorganizes and clarifies definitions in the Public Safety Employees' Death Benefit Act, renaming it from the "Law-Enforcement Officers', Firemen's, Rescue Squad Workers' and Civil Air Patrol Members' Death Benefits Act."

Updates cross-references in related statutes (G.S. 15A-405 and G.S. 58-86-2) to reflect the new statute structure and definitions.

Appropriates $1,250,000 in nonrecurring funds and $1,000,000 in recurring funds to the Department of State Treasurer for fiscal year 2018-2019, with retroactive application to deaths occurring on or after April 1, 2017.
