Creates new definitions for "Employee" and "Prisoner" in Article 33 of Chapter 14 of the General Statutes to apply uniformly across prison security provisions.

Expands G.S. 14-258.4 to make it a Class I felony for prisoners to expose genitalia to employees during performance of duties, and makes sentences run consecutively to any sentence currently being served.

Revises G.S. 14-258 to distinguish between providing forbidden articles or tools for escape to prisoners (Class H felony) and situations where such items actually effect an escape, assault, or insurrection (Class F felony), plus adds new Class H felony for prisoners possessing such items.

Requires annual reports to the Joint Legislative Oversight Committee on Justice and Public Safety by March 15 from the Department of Public Safety, Conference of District Attorneys, and Administrative Office of the Courts detailing violations and resolutions of prison security offenses.

Authorizes the Information Sharing and Analysis Center to analyze threats of violence to educational properties and places of worship, and requires notification to local law enforcement when threats are determined credible.
