Authorizes the Division of Motor Vehicles to produce an "Order of the Eastern Star Prince Hall Affiliated" special registration plate for active members of the organization.

Establishes an additional fee of $20.00 for the special plate, in addition to regular motor vehicle registration fees.

Distributes the additional fee revenue equally between the Special Registration Plate Account ($10) and the Collegiate and Cultural Attraction Plate Account ($10).

Requires the Division to transfer quarterly the Collegiate and Cultural Attraction Plate Account revenues derived from these plate sales to the Grand Chapter Order of the Eastern Star, PHA.

Becomes effective July 1, 2018.
