• Extends deadline for community college presidents to elect into the Optional Retirement Program from implementation date to June 30, 2018.

• Allows charter schools with withdrawal liabilities exceeding $2 million to pay the lump sum on an installment plan (50% within 90 days, remainder in up to 36 equal monthly payments) with a lien on school property.

• Removes the Deputy Executive Administrator position from the State Health Plan for Teachers and State Employees, consolidating duties under the Executive Administrator.

• Adds physician expertise as a requirement for State Health Plan Board of Trustees appointments and makes the Executive Administrator of the State Health Plan an ex officio voting member of the Health Information Exchange Advisory Board.
