Directs the Government Data Analytics Center to establish a task force studying data collection and sharing on education and employment outcomes for individuals with intellectual and developmental disabilities through the North Carolina Longitudinal Data System.

Task force must include representatives from the Department of Health and Human Services, Department of Public Instruction, North Carolina Community College System, University of North Carolina, local schools, independent colleges, Department of Commerce, Department of Labor, Department of Revenue, the Postsecondary Education Alliance, and community organizations serving individuals with intellectual and developmental disabilities.

Task force shall study uniform disability definitions, individual identifiers across agencies, common performance measures (including employment status, earnings, and education attainment), tracking duration for long-term outcomes, and interagency data sharing agreements.

Task force must identify limitations to data sharing related to federal and state privacy laws (FERPA, HIPAA, Internal Revenue Code) and propose best practices for maximizing data sharing within legal parameters.

Requires GDAC to report findings and legislative recommendations to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services by October 1, 2018.
