Creates a new Director of Education and Employment Opportunities for Individuals with Intellectual and Developmental Disabilities position within the Department of Health and Human Services, to be appointed by the Secretary by October 1, 2018.

Director shall oversee interagency coordination of education and employment programs for individuals with intellectual and developmental disabilities, including establishing a statewide vision, facilitating service alignment, conducting cost analyses, and developing strategies to increase competitive integrated employment.

Director shall serve as ex officio member on the Council on Developmental Disabilities and the Council on Educational Services for Exceptional Children, and shall file annual reports to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services.

Modifies the Council on Developmental Disabilities to include the Director and Secretary of Health and Human Services as ex officio members, reducing appointed member count from 32 to 31.

Appropriates $150,000 in recurring funds for salary and benefits of the Director and staff, plus $18,000 in nonrecurring funds for furniture and equipment, effective July 1, 2018.
