Prohibits law enforcement officers from engaging in discriminatory profiling based on race, ethnicity, national origin, disability, religion, sexual orientation, or gender identity.

Requires law enforcement agencies to report whether officers attempted to determine immigration status during traffic stops, and expands traffic law enforcement data collection requirements.

Mandates collection and public reporting of homicide statistics including number of cases solved/unsolved, victim and offender characteristics, geographic location, and time required to solve cases.

Requires annual education and training for law enforcement officers on the prohibition against discriminatory profiling and proper data collection techniques for traffic stops, deadly force incidents, and homicides.

Expands deadly force reporting requirements to include geographic location and identifying characteristics of officers and victims including race, ethnicity, age, gender identity, and sex.
