Increases legal possession limit for marijuana from 0.5 ounces to 4 ounces for personal use without criminal penalty.

Raises the threshold for Class 1 misdemeanor from 1.5 ounces to 16 ounces of marijuana.

Allows persons convicted of possessing 4 ounces or less of marijuana to petition for expunction of the conviction from their criminal record.

Requires courts to hold a hearing and order expunction upon finding that the offense involved 4 ounces or less of marijuana.

Establishes a $100 filing fee for expunction petitions (waived for indigent filers); changes effective July 1, 2018.
