Establishes permanent procedural rules for the North Carolina Senate during the 2017 General Assembly regular sessions, covering order of business, debate conduct, motions, voting, committees, bill handling, legislative officers, and general operations.

Requires bills to receive three readings before passage and establishes deadlines for filing local bills (March 7, 2017) and public bills (March 17, 2017), with exceptions for bills submitted to drafting by specified times.

Defines electronic voting system requirements for constitutional questions, public bill second and third readings, and gubernatorial veto overrides, with manual roll call as backup if system malfunctions.

Limits individual debate to 30 minutes for first speech and 15 minutes for second speech on main questions, with 10-minute limits on motions or appeals.

Establishes standing committees including Agriculture/Environment/Natural Resources, Commerce and Insurance, Education/Higher Education, Finance, Judiciary, and others, with President Pro Tempore having exclusive authority to appoint committee membership and chairs.
