Requires the Commission for Public Health to amend food protection and sanitation rules to regulate the application of poisonous or toxic materials used for controlling animals and vermin in food establishments.

Mandates that pesticide and pest control applications must occur only during hours when establishments are closed to the public.

Requires that pest control applications be conducted in a manner that prevents contamination of food and food preparation areas.

Allows the Commission for Public Health to adopt temporary rules under Chapter 150B of the General Statutes to implement these requirements.

Becomes effective upon enactment.
