Removes state-mandated restrictions on school opening and closing dates for Alleghany County Schools, Ashe County Schools, and Wilkes County Schools, allowing local boards to set their own calendar dates.

Permits these three school systems to align their school calendars with Wilkes Community College's fall and spring semester schedules to benefit dual-enrolled students.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates no later than the Friday closest to June 11 for these specific school systems.

Allows high school students in these counties to develop workforce skills by synchronizing their academic schedules with community college coursework.

Effective upon becoming law and applies beginning with the 2017-2018 school year.
