Department of Administration shall develop and maintain electronic procurement and contract management systems for state agencies, requiring consultation with multiple state entities and compliance with state IT architecture standards.

State agencies subject to procurement law must use the developed standards and systems; exempt agencies must provide contract information to the Department of Administration for inclusion in the systems without changing their procurement processes.

Contract management systems must include capacity to ensure payments comply with contract terms, store and retrieve key contract documents, and generate customizable management reports.

State agencies cannot enter into new contracts or renew existing contracts for electronic procurement or contract management services after receiving notice that the Department of Administration has deployed a system performing that function.

Effective date is October 1, 2017; conforming changes made to multiple statutes to require compliance with the new contract information reporting requirement while maintaining existing exemptions from procurement law where applicable.
