Judges impeached and convicted or removed from office on or after October 1, 2019 forfeit all retirement benefits except return of member contributions plus interest; members who had vested by October 1, 2019 forfeit only creditable service earned after that date.

Repeals felony forfeiture provisions in statutes G.S. 135-18.10A(b), 128-38.4A(b), 135-75.1A(b), and 120-4.33A(b).

Clarifies anti-pension-spiking contribution-based benefit cap by exempting it from administrative rule-making requirements and requiring Boards of Trustees to adopt actuarial assumptions including the benefit cap factor.

Extends service purchase deadlines from December 31, 2018 to June 30, 2019 for withdrawn service repayment and out-of-state/federal employment service purchases, with new provisions effective July 1, 2019 allowing members to purchase up to five years of previously forfeited or out-of-state service.

Corrects effective dates in judicial retirement statutes from July 1, 2018 to July 1, 2019 for law enforcement officers' 25-year retirement eligibility and clarifies lien priority for charter schools withdrawing from Teachers' and State Employees' Retirement System.
