Authorizes the North Carolina Division of Motor Vehicles to produce a special registration plate featuring "The Pisgah Conservancy" with imagery of Looking Glass Rock, rhododendron flowers, and blue sky background.

Sets the additional fee for the Pisgah Conservancy plate at $30.00 above regular motor vehicle registration fees.

Directs quarterly distribution of fees from plate sales to The Pisgah Conservancy: $10 to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account.

Requires the plate to meet requirements of G.S. 20-79.3A before development and requires at least 200 applications for the plate to be issued on the specified background.

Becomes effective July 1, 2017.
