Establishes procedures for the Senate Select Committee on Nominations to nominate and elect one person to fill a vacancy on the Board of Governors of The University of North Carolina created by a resignation.

Nominators accept applications from Monday, March 6, 2017 through Friday, March 10, 2017, with each Senator able to nominate up to two individuals; nominees must file a Statement of Economic Interest with the North Carolina State Ethics Commission by 5:00 P.M. on March 10, 2017.

The Senate Committee screens nominees for qualifications and background, then conducts a vote to ensure no more than two legally qualified nominees advance to the full Senate for consideration.

Senate election occurs no later than Tuesday, March 28, 2017, with a ballot listing only the committee-approved nominees in alphabetical order; the winning nominee must receive a majority of all members present and voting for a partial term ending June 30, 2019.

The Senate Committee Chair notifies the Board of Governors Secretary of the elected person's name and partial term upon completion of the election process.
