Amends the City of Fayetteville's charter to authorize establishment of a race- and gender-neutral small business enterprise program to promote small business development in the Fayetteville Metropolitan Statistical Area.

Allows the city to define "small business enterprise" and establish bid/proposal specifications including subcontracting goals and good-faith effort requirements for small business participation in city contracts.

Permits the city to consider a bidder's compliance with small business enterprise program requirements when awarding contracts and may refuse to award contracts to bidders who fail to comply with these requirements.

Specifies that the program supplements but does not replace existing state requirements for minority and women's business participation, which take precedence over small business enterprise goals under this program.

Effective upon enactment.
