Authorizes the chief district court judge to delegate jury duty excusal authority to the clerk of superior court with the clerk's consent.

Modifies the Vocational Rehabilitation Council to allow representatives from the Client Assistance Program and parent training and information centers to serve more than two consecutive terms.

Changes North Carolina Museum of Art Board of Trustees appointments by the General Assembly from two-year terms (maximum two consecutive terms) to four-year terms (maximum three consecutive terms).

Revises the effective date in S.L. 2017-8 Section 3.2(b) from October 1, 2017 to July 1, 2018 for unemployment benefits claims.

Establishes a part-time special administrative law judge position with a four-year term, appointed by the Chief Administrative Law Judge, serving without compensation except when sitting as a temporary administrative law judge.
