Changes school performance grade calculation from 80% achievement/20% growth to 50% achievement/50% growth weighting, effective 2017-2018 school year.

Allows schools that have met expected growth to use achievement score alone if including growth score would lower their performance grade and rating.

Provides bonus letter grade improvement for schools receiving B or lower grades that have exceeded expected growth on the growth designation.

Directs State Board of Education to create task force studying school performance grading system and considering additional performance indicators including accelerated courses, industry certifications, Advanced Placement courses, graduation rates, and standardized test scores.

Requires State Board to report findings and recommendations to Joint Legislative Education Oversight Committee by December 15, 2017.
