Modifies eligibility criteria for the Innovative School District (ISD) by removing a requirement that low-performing schools must not have adopted a continually low-performing school model in the prior year.

Changes the timeline for ISD school selection and local board response deadlines: ISD Superintendent must notify by October 15 (unchanged), State Board must select by November 15 (moved from December 15), and local boards must respond by December 15 (moved from February 1).

Caps initial ISD enrollment at five schools through the 2019-2020 school year, then allows up to two additional schools per year starting in 2021-2022 if existing schools earn a grade of C or higher.

Clarifies that facility and capital expenditures include information technology infrastructure, hardware, and related equipment in addition to routine maintenance and repair.

Appropriates $740,000 in nonrecurring funds for fiscal year 2018-2019 to the Triangle Literacy Council to support juvenile literacy centers serving court-involved or at-risk youth.
