Expands the definition of plumbing, heating, and fire sprinkler contracting to include verification, inspection, evaluation, and testing activities in addition to installation and restoration work.

Authorizes the State Board of Examiners of Plumbing, Heating, and Fire Sprinkler Contractors to establish additional restricted license classifications for specific phases of contracting work or for contracting work incidental to a primary business.

Allows the Board to issue restricted licenses for fuel piping installation from approved fuel sources inside residences, expanding beyond the existing fuel piping license that only covers external piping.

Exempts home inspectors licensed under Article 9F of Chapter 143, Code enforcement officials licensed under Article 9C of Chapter 143, and RESNET certified home energy raters from plumbing and heating contractor licensing requirements in their respective capacities.

Became effective upon enactment on May 23, 2017.
