Corrects technical references in solid waste statutes from G.S. 130A-295.8A to G.S. 130A-295.8 regarding sanitary landfill and transfer station permit fees.

Limits sanitary landfill franchises to a maximum of 60 years (rather than life-of-site indefinitely) while maintaining life-of-site operational permits, and exempts franchise amendments extending duration from public hearing requirements.

Allows existing sanitary landfill franchises executed before October 1, 2015 to extend to life-of-site (not exceeding 60 years) only with consent of all parties to the agreement.

Creates a permittee fee credit for existing landfills and transfer stations holding valid permits before the act's effective date, calculated based on the difference between life-of-site and time-limited permit fees.

Requires the Division of Waste Management to study solid waste disposal capacity across the state and report findings and recommendations to the Environmental Review Commission by March 1, 2018.
