Establishes that the Industrial Commission must ensure injured workers receive appropriate services, providers receive reasonable reimbursement, and medical costs are adequately contained when setting fee schedules.

Allows the Industrial Commission to consider statewide fee averages, geographical variations, other state workers' compensation payment structures, and Medicare fee schedule changes when reviewing and adjusting fee schedules.

Requires the Industrial Commission to establish a transition plan and timeline for direct claims submission and reimbursement for medical compensation fees, including notice to affected stakeholders.

Exempts the Industrial Commission from certification and fiscal note requirements under state administrative procedures when developing the required fee schedule, effective upon enactment.
