Repeals Section 35.12(b) of S.L. 2016-94, which contained limitations on light rail funding from the highway trust fund.

Removes the prohibition on total State funding exceeding a maximum established for commuter rail and light rail projects in the Division needs projects category.

Eliminates the 10% cap on programmed funds for public transportation services spanning multiple counties under the Regional impact projects category.

Removes the 10% limit on total State funding for commuter rail or light rail projects relative to estimated total project costs used in the prioritization scoring process.

Becomes effective immediately upon enactment.
