Prohibits housing persons under 18 in local confinement facilities with persons age 18 and older unless a judge determines the juvenile poses a threat to security or safety of other juveniles or staff.

Requires a complete sight and sound barrier to be erected and maintained between juveniles (under 18) and adults (18+) if they are housed in the same facility.

Applies to juveniles confined under both Chapter 7B (Juvenile Code) and Chapter 15A (Criminal Procedure) of North Carolina General Statutes.

Allows judges to determine whether juveniles who pose security or safety threats may be transferred to adult jails or other facilities for adult detention.

Effective upon enactment and applies to requests for proposals for public contracts issued on or after that date.
