Removes the requirement that physical therapists obtain a prescription from a physician licensed to practice medicine in North Carolina before performing spinal manipulation.

Updates the definition of "physical therapy" in G.S. 90-270.24(4) to allow physical therapists to perform spinal manipulation as part of their scope of practice without prior physician authorization.

Maintains existing restrictions on physical therapy practice, including prohibitions on applying roentgen rays, radioactive materials, surgery, and medical diagnosis of disease.

Becomes effective October 1, 2017.
