Removes the requirement that physical therapists obtain a physician's prescription before performing spinal manipulation.

Updates the definition of "physical therapy" in G.S. 90-270.24(4) to allow physical therapists to independently perform manipulation of the spine without a physician licensed to practice medicine in North Carolina.

Spinal manipulation remains subject to the physical therapy education, training, and regulatory requirements established by the Board.

Effective date is October 1, 2017.
