Allows three methods to prove a vehicle is a school bus in violations of G.S. 20-217(a): a certified registration record from the Division, testimony from the school bus driver, a passenger, or investigating law enforcement officer, or a plainly visible "school bus" sign.

Requires local school administrative units to provide annual school bus safety instruction to all elementary school students beginning in the 2017-2018 school year, with instruction standards to be developed by the State Board of Education.

Directs the Department of Public Instruction to collaborate with the Department of Transportation to study safety improvements for children boarding and exiting school buses, including feasibility of extending mechanical stop signal arms or installing metal barriers to block approaching traffic.

Requires the Department of Public Instruction to submit findings, recommendations, and any legislative proposals to the Joint Legislative Education Oversight Committee by January 15, 2018.

Makes Section 1 effective October 1, 2017, for offenses committed on or after that date; remaining provisions effective upon enactment.
