Amends the statute of limitations for misdemeanors to replace "presented or found by the grand jury" with "charged" through any criminal process.

Extends the period to file a subsequent prosecution after a defective indictment from one year to maintain the two-year window from the original offense when a defective criminal process is abandoned by the State.

Adds tolling provision to pause the statute of limitations clock during the time a misdemeanor is dismissed with leave, allowing prosecution to be resumed within the original two-year period.

Effective date is December 1, 2017, and applies only to offenses committed on or after that date.
