Directs the Commission for Public Health to add screening tests for Pompe disease, Mucopolysaccharidosis Type I (MPS I), and X-Linked Adrenoleukodystrophy (X-ALD) to the newborn screening program.

Increases the newborn screening test fee from $44.00 to $55.00 per test, effective July 1, 2017.

Appropriates $2,700,000 from the General Fund to the Department of Health and Human Services, Division of Public Health for the 2017-2018 fiscal year to purchase laboratory equipment and upgrades to the State Laboratory of Public Health Information System.

These three conditions are rare genetic disorders that can cause progressive muscle weakness, organ damage, and early death if not identified and treated early; early diagnosis through newborn screening enables preventive treatment such as enzyme replacement therapy or bone marrow transplant.

Becomes effective July 1, 2017.
