Department of Administration must develop and implement a plan by October 1, 2019 to consolidate state-owned and leased property, eliminate underutilized facilities, and sell or dispose of freed-up real property.

All state agencies must submit information by November 1, 2017 about public records they store, including quantity, storage locations, and digitization status.

State Chief Information Officer must develop a digitization plan by May 1, 2018 to convert all existing public records to digital format by October 1, 2019, with priority given to conversions yielding greatest cost savings.

Beginning October 1, 2019, all newly created public records must be stored only in digital format; once digitized, nondigital originals must be destroyed except for federal law requirements or records of historical/cultural significance.

Department of Administration must report quarterly through February 2020 on consolidation progress; State Chief Information Officer must report quarterly on record preservation notifications and annually on agency compliance with digitization requirements.
