Modifies G.S. 115C-84.2(d) to remove the mandatory opening date requirement of no earlier than the Monday closest to August 26 and the closing date requirement of no later than the Friday closest to June 11 for affected school systems.

Eliminates the "good cause" waiver provision that previously allowed the State Board of Education to grant exceptions to the August 26 opening date requirement upon demonstration of severe weather, energy shortages, or other emergency situations.

Removes restrictions on modified calendar schools that had been designated or planned for the 2003-2004 school year.

Allows first semester examinations to be given before winter break regardless of the opening date selected for students.

Applies only to Chatham County Schools and Orange County Schools, effective beginning with the 2017-2018 school year.
