Allows individuals with valid concealed handgun permits or those exempt from permit requirements to carry concealed handguns on educational property at constituent institutions of higher education and community colleges.

Amends G.S. 14-269.2 to add a new subsection (m) permitting concealed carry on higher education campuses, notwithstanding other prohibitions in that statute.

Modifies G.S. 14-415.11(c) to separate restrictions on educational property into two categories: general prohibitions under G.S. 14-269.2 (now subject to the campus exemption) and other areas under G.S. 14-269.3 and G.S. 14-277.2.

Applies to persons with permits issued under Article 54B, permits considered valid under G.S. 14-415.24, or those exempt from permits under G.S. 14-415.25.

Takes effect December 1, 2017, with prosecutions for prior offenses remaining subject to previous law.
