Establishes a five-member Temporary Redistricting Advisory Commission by February 15 of years ending in one (2021, 2031, etc.), with members appointed by the President Pro Tempore of the Senate, Senate minority leader, Speaker of the House, and House minority leader, plus a fifth chair member selected by the other four.

Commission members must be registered voters with no public or political party office, and cannot be relatives of or employed by members of the General Assembly or Congress.

Requires the Legislative Services Office to prepare three sets of redistricting bills by April 1 of years ending in one, with the Commission conducting at least three public hearings in different geographic regions and submitting a report within 14 days.

Establishes redistricting standards including population-based districts, legislative districts within 5% of ideal population, congressional districts within 0.1% of ideal population, contiguity, compactness, and minimized division of counties and cities.

Prohibits drawing districts to favor political parties, incumbents, or groups, and restricts use of voter political affiliations, election results, and demographic data beyond population counts, with limited exceptions for constitutional and Voting Rights Act compliance.
