Increases North Carolina's minimum wage to $8.80 per hour effective January 1, 2018, replacing the current $6.15 rate.

Establishes phased minimum wage increases to $10.35 (2019), $12.00 (2020), $13.50 (2021), and $15.00 (2022).

Beginning September 30, 2022, the Commissioner of Labor shall automatically adjust the minimum wage annually based on the Consumer Price Index (CPI-U) for the preceding 12-month period, with adjustments taking effect each January 1.

Maintains existing provisions allowing reduced wage rates for full-time students, apprentices, individuals with disabilities, economically disadvantaged workers (85% of applicable rate), and seasonal establishments.

Takes effect when enacted.
